    I was also going to recommend GIMP and Paint.NET. Just remember that Paint.NET requires the installation of Microsoft's .NET Framework v2.0 or newer (v3.5 is available here). Chances are, you already have it installed. If not, I'm pretty sure that Paint.NET will download and install it for you. Some other freeware offerings:
