PHP Issues

Hey everyone. I have a little issue and I am quite stumped. I can't get to my forums or any other PHP site. It was fine until I moved and had a fresh HSI install. I tried IE, Avant, Mozilla, and Opera and the results were consistent... can't get to any PHP sites. I am getting a "This page can not be displayed" error. I checked the TCP/IP (just in case), the browser settings, etc and can't figure it out. I tried looking online for the past week, but all I see is help for people running Apache server. I am not. I am merely trying to view your standard run of the mill PHP site. Any help you could offer would be most gratifying.

Anyone have any ideas on this? Had long hair. It's getting pulled out.

What OS are ye running? Firewalls? Antivirus? Routers?
