Picture And Video Blackouts

    For the past ~2 months Both Chrome and Vivaldi have had some pictures and videos "blaked out". All is fine in Firefox.

    You need to look at the add-ons in Chrome and Vivaldi.
    Ad blockers, script blockers & tracking protectors can cause videos and images to not be available, they'll appear blacked out.

    I know. I removed all the add ons and rebooted. No change

    Try going to chrome://flags/#disable-accelerated-video-decode
    changing it to Enabled
    and restarting Chrome.

    It is already enabled.

    What version of Chrome are you using and what OS?

    Current version: 65.0.3325- Windows 10 Home. It has nothing to do with version or Windows alone,., since Firefox works fine.
