Please help

I don't know what to do. I was gone for a week and when i came back, my computer was all messed up. I am running vista 32bit and when i came back home, the setup on the screen looked like the original windows with the gray taskbar. whenever I try to run a program, a window pops up and says that windows cannot open this file and the whole thing about either using the internet to find the right program to use or to manually find it. neither options end up working. But I can run it if i get an option to run as administrator when i right click. On top of that, I think whatever happened completely shut down my sound card because I cant do anything to get it back on.

 

Isn't there a system restore for Vista?
