Plug & Play Modem Doesn't P&p

Bought a USRobotics 5639 external dial up modem for my new Toshiba Satellite lap top running Win 10. It doesn't dial. I have triple checked the dial up login info and phone number, though that info wasn't called for, since it didn't dial. Checked in at Device manager, which sees the modem and says it's working correctly. So I tried the modem in my desk top running XP home, and the new hardware wizard popped up but couldn't install this P&P modem. Next I went to the USR support page which interestingly had a download for a driver for the whole windows family going back to XP. Installed the new driver in the Toshiba lap top, and still no attempt at dialing. I'm pretty sure by this time I have a non working modem, device manager be damned, and need to return it.

FWIW, the original driver on the lap top was a Microsoft 2.2.89.3 dated 11/11/2008 and the updated driver was an LSI Corp. 2.2.102.0 dated 8/12/2010.

Is there some voodoo needed to make this P&P work?
