popup malware (ipod giveaway)

I am periodically getting a pop-up where a new tab is loaded with a contest giveaway for ipod and ipad giveaway (see attached).

The secondary issue is that upon restarting, on the first attempt only my wallpaper will load and the OS is not functional.

I ran MalwareBytes and it found threats but I forgot to restart and then ran super anitspyware. I am wondering if this could have any problem at all.

A month ago I ran READ & RUN and the guides for malware, so I was wondering if there was a specific way to remove this threat without going through the process again. This website and guides did wonders for my problems last time around, any help would be appreciated.
