are you forwarding through a router? or a software firewall, like windows or zone alarm?

I have an WRT54G v5 Linksys router but I just connected the ethernet cable directly into modem and it still does that. I have AVG without firewall, and windows firewall is off.

if you connected your computer to your modem and your firewall is off(which you for sure shouldnt do, especially if youre downloading torrents) and it still happens, its not a port issue. you cant expect torrent downloads to be consistent since its just file sharing between a bunch of different people. i wouldnt trust that utorrent app to tell you about your posts dude. if all your ports are open(no firewall) then the torrent app probably isnt giving you correct data and your torrent download is just slow.
