    Welcome to Majorgeeks!

There is no malware apparent in your HJT log. We do have cleaning procedures that should be followed before posting a HijackThis log. These procedures are documented in this Sticky thread READ & RUN ME FIRST Before Asking for Support

It does not sound like malware but since HijackThis logs really do not show that much of the malware world, they only way to be sure would be for you to run ALL of the READ ME and then attach the requested logs.

You could just be having problems with Microsoft One Care! When did you install it and when did your problems begin.

If you disable these program or uninstall them, you need to install something else (that is not so resource intensive) to provide you with the three basic features you need:
    1. Antivirus
    2. Antivirus - full blocking, scanning, detecting, removal type
    3. Firewall
See this: How to Protect yourself from malware!

Do not install the others while one care is still installed even if it is disable. You must uninstall it if you are not going to use it.

There is no reason to unistall Spybot! It will not comflict with anything as long as you do not use the Teatimer feature.

I have no idea why you cannot uninstall programs. Sounds like your registry has been corrupted into thinking they are not installed. Spybot has its own Uninstall feature if you really want to uninstall it.
