Possible virus? Arabic language on start menu

I have a computer that is displaying Arabic writing on the Start menu and different places. When I run an installer the prompt to continue is in Arabic. I have run AVG 9.0 Free, MalwareBytes, and a-squared with no resolution. I have run HiJackThis. Here are the results:
