When I run internet explorer it pops up with this error: dtdp://748/331/1/jgen44.cjtl.net/HTM/704/0/JavaSiteRequest.asp?LV=6000&DC=453&NF=O&IW=7200&IH=300&ORD=1113509058782?& Application Not Found
When I click ok it says the same thing at the top, but instead saying Application Not Found at the bottom, it says "The protocol specified in this address is not a valid. Make sure the address is correct, and try again.

Are you saying it's in the address bar and trying to open that site? You're a litle unclear. Anything coming before :// in an address is the protocol. Normally http is used. But other usable protocol calls are IRC, ftp, and well anything really. In this case it's giving you an error because dtdp isn't a protocol you're computer understands. It's most likely not even a real protocol. If it's in the address bar just remove it from your startup page.

I don't type it in the address bar or nothing. It just pops up with this error.
