Problem With Installations

Here's what is happening:

I'm having a problem where "PhotoGallery" keeps trying to install. So, I tried downloading the Windows Installer Cleanup Utility from Microsoft. I am able to download the executable for it, but whenever I go to run it, I am prompted with the following message:

Windows Installer
The system administrator has set policies to prevent this installation.

However, I am the administrator, and I have even tried it in safe mode with the 'Administrator' account, as well as my own account.

I also tried installing a different program today, and I got a similar message, saying something along the lines of you may not have permissions to access this item.

I really don't know what is going on, but I have already run MalwareBytes' Anti-Malware. In addition, I am having a problem where my computer decides to freeze out of nowhere and the system makes this continuous beeping noise. It could be a virus, but I didn't post this in the Malware section because I am more concerned about removing that annoying "PhotoGallery" message every time my computer starts.

This is my first time posting in this forum.
What should I do to resolve this issue? Something with permissions, perhaps? I don't know. Please help. If anyone knows why my computer freezes and makes a continual beeping noise (from the actual computer/tower/whatever, not the speakers), please post about that too.

I run Windows XP SP3, if that matters at all.

Problem solved. I had too many virus programs installed, so they were all conflicting with each other and weren't working at maximum capacity. Thanks for the link, Cordialis. I no longer have any viruses (I use AVG Internet Security 8.5). So, I'm set. Thanks.
