Problem with Language Bar in Toolbar

Well, my OS is WinXP Pro ver.2002 with SP2.
First I thought it would be a malware problem but after I went through the routines of the "RUN AND READ ME FIRST" and posted in the Malware Removal section of the forum, it appears that the fact that my Language Bar completely disappeared is not related to any malware issue. What I've read over the internet it seems to be some sort of a popular bug in SP2 and even though I requested a hotfix from Microsoft, they said that I already have the hotfix. But still my Language Bar made the best diasappearing act ever.

I can swear I didn't close it by accident or intentionally. I had to reboot after a scan procedure and when everything loaded.. the Language Bar was nowhere to be found.

I followed the most common thing, where you go to Control Panel -> Regional and Language Settings..etc., check the attachment, but when I went under Prefrences -> Language Bar.. everything was grayed out and in no way I can check "Show the Lnguage Bar on the Desktop". Does anyone know how I can fix this problem?

The funny thing is, that it still switches between the three languages I have and works normally. Just that there is no Language Bar. Also, I tried right-clicking the Taskbar and, you know, to check the language Bar option but there isn't any such there - it vanished from there too. Under Toolbars I have only Adress, Windows Media Player(W), Links, Desktop and Quick Launch. I wonder if there's any way to add the language bar as through the option "New Toolbar..." but I have no idea how that would be.

Finally, what I also noticed, is that even if it still switches between the languages, every time I turn off or restart my computer, in the beginning it doesn't switch anything with the hotkeys and I have to go through the procedure of removing the two additional languages and adding them back in order to be switchable again. Which, though, to note, again, does not reappear my Language Bar on the desktop, in the toolbar or wherever else.

Please, any help or advice would be greatly appreciated. I've spent three days so far to go through all malware procedures and judging from the results, I'm sure it's nothing to do with malware.

On your screencap>on the advanced tab are both boxes unchecked? Particularly the second one, "Turn off Advanced text services"?

The strange thing is, after I installed the Japanese and bulgarian again, it suddenly lighted up and I could click it. Both were checked, I suppose.

I know about the thing where you uncheck the second, namely the one you mentioned, but the strange thing is, even if I uncheck it, when I go to "language bar..." thing again, it is lightened I can click it. But even without hitting "Apply", the second I switch to the last tab, it's checked again. And then if I switch back to the previous, then the "Language Bar..." thing is greyed out and I can't click it at all.

In both cases, no matter if I manage to get to the options with the checkboxes under "Language Bar...", they are the same way as on my screencap.

Does your account have administrator privileges? If not it could be why changes aren't taking hold.

Yes, it is the administrator account.
