Problem With Quicktime & Windows XP ~ NOT WORKING

I recently had to make a new user account on my windows xp and because of that ...the "administer" account is gone unless I log in under safe mode. I have admin privilages on the new account but all the old settings are gone. It's like starting with a new desktop. I cannot access the orginal admin account and I am very pissed off about that cuz I loved my settings that I HAD. And quicktime worked perfectly then. But now that I have this "new desktop" NONE of the settings switched over and now quicktime doesn't work. I uninstalled it and reinstalled and still it's not working. When I go to the quicktime test page it works great. But when I go to my cell phone page to check out ring tones...the only way to hear them is through quicktime and it won't work!! It says it's playing but it is not! The slider doesn't show up. And it's just blank audio. WHAT is the problem??? I don't have pop up blockers installed either.
