programs are not there!!

    My computer crashed and I could not use restore!!
    I put in my xp pro cd and installed it again.
    choose the option to keep current files.
    Now that my computer is up. I can only access programs thru explore my computer.
    Why is it that when I click on start the 'all programs section' is empty?
    How can I fix this problem?
    please help?
