Qucklaunch toolbar keeps resetting itself

I recently reformatted my laptop and im now experiencing a problem with my Quicklaunch Toolbar - namely whenever i reboot the computer, Quicklaunch resets itself to three icons wide and changes the order of the icons.
It makes no difference if i leave the toolbar position locked or unlocked.
Prior to reformatting i had this problem and i vaguely remember solving it with a freeware download (not Taskbar Repair Plus from Kellys Korner - tried it, no luck) or some sort of registry edit i read somewhere.
This doing my nut, any help greatly appreciated. Im running XP Home SP2.

NB i have no malware on this computer and have checked the registry key that Blazefind malware can change to cause this - its as it should be.
