would an 4gb Elpida DDR2 800 PC2-6400U-666 Desktop RAM be the same as an edge DDR2-800 (PC2-6400)? also, would they be a good match? and would it be worth it to upgrade to on a asus p5qe with core 2 quad with windows 7 64bit?

I would suggest in getting the same make and model of RAM to be a good match, I would use www.crucial.com and it will detect your motherboard and give you the best results in memory sticks.

    HI

Sadly while make and model may seem the same in RAM its not, even if the spec is the same the RAM density may be slightly different and RAM will only run at the pace of the slowest chip.

To judge more closely would need to see direct specs of both ram chips and there version

Now what ram does your Win 7 PC have currently as getting t0 4-6 GB +is a good point for Windows 7 64bit to run good, My previous PC ran Win 7 64bit with 8GB ram and was superb, it is run a SSD as a main OS drive though, so if after a quick PC do think of an SSD as a main OS drive,
