   Should I be downloading/installing Sun Java Runtime Environment prior to going into Safe Mode with Networking? Or is it okay to do this while I'm in Safe Mode with networking?

   You can do it either way. If you are in safe mode now and have Internet Access, just download it and install it (assuming you do not have the current version - 5.0 update 9 right now). Also after installing the current version, uninstall all older versions.
