Raze desktop html and xxxdialer problems

I dont have but a day to finish cleaning this PC. This is my brother's PC and he asked me to come and check it out. Seems my nephew may have got it junked up. It currently has this Raze spyware ad on the desktop wallpaper. It also has xxxdialer in the system32 folder. No matter what Ive tried I cant get it right. I have used Adaware, Spybot, CCleaner, regedit, and MS Antispy. Seems Spybot can temporarily get rid of it, but the sneaky thing keeps finding its way back to this system. Thanks in advance fellas, I have read other topics like mine and have tried solutions, but no dice.

Your Operating System and Internet Explorer versions are WAY out of date and represent a major security risk. After we fix your current problems, you must get updated. You need to install Service Pack 2 for security purposes.

http://www.majorgeeks.com/images/grenade.gif Very Important: Make sure you tell us the results from running the tutorial...was anything found? Were you unable to complete any of the scans?...Were you unable to download any of the tools?...Did you do the on-line scans as suggested? etc.
