Really formating a hdd

I am about to sell my old puter and like to really format it before I do that.

I know that its possible to get data back from a formated disk.

Is there any program doing the really deep down, inside formatting, or do I have to live the rest of my life, being scared for the feds knocking at my door after they found out that I carried "illegal files". . . ?
