I just installed Windows 2000 on my laptop, but when I go plug in my flash drive or Network adapter, neither of the lights on them light up. This happens for all my USB connections. How do i setup my Windows 2000 to be Plug and Play? So that they work.

Go to www.intel.com. They have drivers and support for their products. I just spent four hours today reloading drivers for my PCI slot with Intel chipset. It was shown in device manager with a question mark because it needed the drivers for the PCI System Management Bus. Do you also see your USB in device manager with a ? or ! mark?

Could it a bios setting under perephials.USB-allow ,USB -auto or something similar.

When starting your computer enter the BIOS config. By pressing DEL F4 or ESC (depends on your model of machine) and there should be a config setting that says "Plug and Play O/S" and that should be enabled. If thats not if I would say your USB drivers are not configured/installed correctly.

As Simmons mentioned above you'll need to have the Intel Chipset drivers installed for proper configurations of items such as AGP and USB.

    Latest version here http://www.majorgeeks.com/download.php?det=1667

but if that one doesnt cover your motherboard chipset which it does cover nearly all from E7210 the upwards then goto the link Simmons provided to Intel and goto the downloads page or let us know which chipset is in your laptop.
