If you downloaded DirectX, you also need to update your motherboard, video and sound drivers. Send system specs if you dont know what to download for drivers.

    Hi airsh0w
    Welcome to MajorGeeks.
Sending your system specs makes a good starting point for anyone wishing to help you. Without them we're only able to guess ( most likely incorrectly ) So..... you have an emachine - is it a desktop with monitor- possibly one of these models?
    D3123, W3115, C6535, D5039
or is it just a desktop, as in
    T3120, T3418, T6528, T6532
    Anything at all will help!:)

From what I've gleaned by Google search, your video is integrated on the Motherboard. So, in order to download the correct video driver for your system, you'll need the Motherboard Type. To make this a little more precise, you should download and install, "Everest". This program will reveal all the pertinent information. MajorGeeks has this program on file HERE!.

From the information provided by "Everest" I easily tracked down the correct Video driver for your motherboard. FIC provides this location where you can select either the win98 driver( not you) or the WinXP driver( you). The updated driver should help.:)

Sorry to leave you hanging like that, airsh0w. I promise you, there was no sleight intended. So getting back to the issue at hand -- I'm glad the new motherboard chipset (video) driver worked. I appreciate the feedback. However, I'm unsure if I can help you with the "lag" inside the game. There may be some "options" that you can change -- sometimes these options include items relating to the "quality" of the video image. The lower the quality, usually means better performance. Have you tried setting your Red Alert's video resolution to 800x600 for instance? Some of the older games have a 3D engine that works better at that resolution. Also, multiple computer opponents will slow performance. I hope something works for you.:)
ps: I was out of town for 5 days :)
