Registry problem, wallpaper affected, can't access taskmanager, help!

    So I was looking all over trying to fix this problem with my computer, apparently I have some kind of virus or trojanhorse which won't allow me to access my taskmanager. This thing blocked out my wallpaper with a warning having something to do with my IP address being compromised, in addition to warning me every few minutes that my computer is being infected. The pop-up warning appears legitimate but it just redirects me to some website for adware removal. It also has been triggering my "windows security system warning" and it won't let me sucessfully complete a system restore. I'm at my wits end, I've tried going through and deleting all files that have recently been added to the computer, I've scanned and rescanned my computer for viruses, I've tried to do a system restore, and I've tried to enable the taskmanager by getting into the regedit and restoring the value to "0" but it automatically reverts back to the "1" value. I dont know what else to possibly do.
