When I double click the launcher it says game.exe has stopped working.

    Specs:1 GB Ram, Intel(R) Pentium(R) D CPU 2.80GHz, Intel(R) 82945G Express Chipset Family.

It is a Vista and people say that DirectX 10 isn't compatible with Resident Evil 4.

    Help!:yum

Did some research for you, and yes, RE4 uses DirectX 9, which isn't in Vista. However, I found a couple of gamers who had managed to get it to work by reinstalling DirectX from Microsoft's website. Worth a shot, certainly.

I don't think you can in Vista... it shipped with DirectX 10 built into the OS.

This just occurred to me though.. have you tried running the game in compatibility mode for Windows XP or earlier?

    Hi

Some have had sucess with Compatibility option as Mimsy mentions, but other ways around this are to get the Directx9 dll thats missing and add it to the main RE4 game folder in same location as launcher.exe in Program Files, the dll is this one http://www.dll-files.com/dllindex/dll-files.shtml?d3dx9_30

Yeah, turning off UAC, running as admin, and the WindowsXp service pack 2 compatibility.

    Hi

Pitty that with the options already, however I have re-looked at what files I have reguarding DX9 in my Vista 32bit install in System32 folder and at some point I have installed Dirextx9c as I have the files for that version as well as DX10, so either it was Nero 8 or one of the games likely Shadowrun or Crysis that installed parts of DX9 as in screenshot below.

Do a system restore and try as Mimsy mentioned earlier installing DX9c Runtime

Okay I installed DirectX9. Where do I put the folder? I don't know what to do now.

They should have been automatically placed in the system folder when you installed them. Did you reboot? If do, try a completely clean reinstall of your game. Wipe all saves, all registry entries, everything... then try playing it again and see if it's working now.
