Road Runner Tiers, Please Explain!

    I have been off and on the phone several times with some seriously clueless customer service reps trying to get a straight answer regarding my Road Runner services so I figured I'd turn to you guys, as I always get a straight answer here.

    I upgraded to Road Runner Turbo with Power Boost. I'm averaging 11-15mb/sec downloads.

    I've asked several folks at Time Warner how the Power Boost effects the connection rate but no one can give me a straight answer. Some have even told me that the reason I get 15mb/sec speed is because of the Power Boost (which is not the way I understand my package to be setup).

    Anyone familiar with the way these connections tiers works?
