"run dll as an ap" trys to access internet. ok?

Hello. I ran the "read and run me..." procedures last night and found and removed some stuff and things seem to be running better. However when i reconnected my internet this a.m., my zone firewall said "run dll as an app" was trying to access the internet. I denied the permission and came here to get a second oppinion.
Zone says the program(run dll....) is part of the windows xp operating system. I know I've seen the file before, but it seems suspect that is is trying to access the internet as a program. If this is completely normal, great! If not, then I will post more info and an HJT log if'n you want it.
