I have a VPN configured on SBS 2003. The server runs ISA 2000, however I know that this is not the issue. The VPN connects and authenticates fine, the issue lies with getting an IP address. I notice that it will not work when the "Internal" interface on RRAS has 169.x.x.x. This is intermittent, as sometimes it has an internal IP address of 192.168.0.x. DHCP assignment works fine when internally connected to the network.

Any ideas of where I could start to look to see why this issue is occuring?

169.254.x.x comes up in no IP is assigned by DHCP. You could try to assign a "Static" IP to the Server. Sounds like when the renewel time for the IP comes up, the Server is not renewing like it should.
