Screen Color

Windows 2004:
Start >screen with icons and black background as in the attachment.
Start > screen 2 which is blue and I use to copy paste and is blank.

It is the first screen I am having trouble with. I finally found out the word icon, although odd, is as it should be in another thread.
This screen with icons has a black back ground.
Can that background be changed from black?
I have gotten referrals where people Google 'black screen' but I think they have the wrong screen. Can I change the black screen color with icons shown in the attachment, not the other blank, blue screen?

 

1. Try Taskbar Settings then Background

 

start>use start full screen unchecked is what I want but I cannot see all the apps unless I click on the left and see a list instead of a full page of therm.
I am getting there.
