screen&screean saver

Windows XP Professional, When my screen saver times out
10 min. then instead the monitor shutting down the screen comes on again, everything seems to be set up o.k in the power scheme.
Also at the same time , when I scroll trough my e-mail instead of a smooth scroll it goes in jerky lines, one line at the time.
Anybody have any solutions

have you turned off smoothe scrolling to see if there is a difference?

there isnt much difference between the 2 but enough that you can tell.
