Screengrabber with Scrolling Features?

I've seen on forums a box with a feature to scroll inside that box and would love to have that ability to create something like that. The attached pic is just an example of what I want; see the blue bar for scrolling ability.

Have no clue how to do that or if I need a free software to do this? I've got Irfanview with all installed plugins for Irfanview.

Perhaps the attached pic will help you what I mean re the above. Win XP Home.

TIA for any advice and/or any recommended software. I've googled, looked in MG's graphics section.

If you want an address to be completely visible, you surround it with "code tags"

You'd type [ code ] the very long address [ /code ]
NOTE: I inserted spaces between the [ and the first character so you could see the tag. You need to type it without any spaces. so it would be [tagword] and [/tagword]. In this case, replace tagword with code.

A few questions about this scrolling feature.

Can I put any info in this box so that any viewer can scroll with the blue scrolling bar to the info that is not displayed?

Additionally, how can one set it up so that the scrolling bar would be shown to the right of the box if the info is vertically too long to be displayed in its entirety?
