Is this Bar stuck to your IE Browser? If it is then there are definate ways to get rid of it. Does it stay if you close your Browser?
Back to the first scenario, it sounds like a BHO (Browser helper object) and essentially is an Active X component. There are lots of tools to keep it from activating when you launch your browser. If you have IE 6.0, I know you can go to Internet Options, then the Program tab. There you will see a button that says Manage add-ons. Click that and you can disable all the Plugins, Add-ons and Active X BHO's that have installed into your IE.
If you do not have IE6 (Older version) then download SPYBOT Search & Destroy. It too will disable any Active X components. If you have trouble with SPYBOT there is a forum on this site just for spyware.

    Good luck

Well then do a Ctrl, Alt Del and go to Task Manager. Click the Processes tab and figure out what Program it is that is running. You can go to www.answersthatwork.com and look at their task list link. That will help you figure out what belongs there and what does not. The procedures are different to stop processes in 98 2000 and XP and you have not specified what you are running. It might be something as simple as going to Add remove Programs and just uninstalling it. Try and gather as much info as you can and then I recommend you move the thread to the "Spyware Specific" forum on this site.

    Good luck

ps you have to dig into Spy Bot to get to the BHO part and disable BHO's manually. Your particular bar may not be registered with Spybot as a problem yet. Update the database and give it a shot. You can also disable startup items in Spybot.
