secrets exceeded error message

i have seen a couple of posts on the forums with a problem similar to mine and i'm assuming that its the result of a malware that i accidently activated. supposedly some video codec. Ever since i ran it, my computer is causing errors in any windows mode where the network is enabled. thus Safe Mode is the only stable mode available. however when i try to run the system restore, it gives the error message "The maximum number of secrets that may be stored in a single system has been exceeded. (0x80070565)"

any networked mode causes errors in either Plug n Play or COM+ causing the system to restart.

any help to resolve this would be greatly appreciated.

I'm leaning towards this not being malware, but the below will aty least help us determine this more conclusively.

Please follow the instructions in the below link and attach the requested logs when you finish these instructions.

READ & RUN ME FIRST. Malware Removal Guide

If something does not run, write down the info to explain to us later but keep on going.

Do not assume that because one step does not work that they all will not.

Notes:

If you run into problems trying to run theREAD & RUN ME or any of the scans in normal boot mode. You can running steps in safe boot mode but make sure you tell us what you did later when you post logs. See the below if you do not know how to boot in safe mode:

If you have problems downloading on the problem PC, download the tools on another PC and burn to a CD. Then copy them to the problem PC. You will have to skip getting updates if (and only if) your internet connection does not work. Yes you could use a flash drive too but flash drives are writeable and infections can spread to them.
