send and receive button missing

I am working with outlook 2003 on a windows XP pro. I had first installed a office 2007, but downgraded to office 2003. The send and receive button dissappears one second after I open Outlook. I don't even have send and receive on the TOOLS menu. Please help =)

 

Thanks for the response, but I can't customize the toolbar because the icon is not in the list for customizing (i have looked under all the categories), and most strangely, there is not a "send ann receive" instruction on the Tools Menu

 

or the simple solution is to resetup your server info, by going to tools options, accounts tab. Then making sure something is listed still, likely its not. So click add - mail, then follow the wizard.
