Services do not work

I have replaced a hard drive on a Satellite L455. Used Toshiba recovery disks to install Windows 7 32 bit. No problem with the install. The problems started when I attempted to update Windows. I clicked on check for updates and nothing happened. No error message, just nothing. Restarted WUS, BITS. Still nothing. Windows defender will not start. Then tried Windows fixit. Error message said troubleshooter cannot run. Tried in install MSE. Download went ok, but but would not install. Did SFC /scannow. It said Windows Resorce Protection found corrupt files, but could not correct them. I then did the entire process over and got the same result. Any ideas?
