Shortcuts duplicating themselves

I help a friend with vision problems, with his computer. He had a folder on his desktop with .pps files, for easy access for him. Someone else deleted the folder. I found the files in his Recycle Bin and not knowing how to get them back on the desktop, I chose Copy and Pasted them on the Desktop. (I learned later I should have chosen Restore.) Choosing Copy and Paste apparently made them into Shortcuts. When they were on the desktop, I dragged them to a new folder. Problem is that now each time he reboots, the shortcuts duplicate themselves. We have to keep deleting them, but they return on the next Reboot.

Drag them back, cut and paste them back into the recycle bin and empty? Put them back in the way you got them out.
A program named pocketkill box is the only other thing that comes to mind. I see I can cut and paste from the recycle bin, and drag and drop too, funny I haven't made this faux pas before. You do empty the recycle bin before reboot? Maybe a secure delete with CCleaner or a file shredder like the one that comes with Spybot S&D?
Wait and see what others have to post on the matter...
I doubt it has to do with the powerpoint files, but who knows? Of course I will have to try it now, just not on this PC. Just did a drag and drop here, no cut and paste and put into folder.

Thanks for your reply. I finally got an answer from a computer whiz at our church. This was his solution:
Go to C-Drive, then Documents & Settings, and in each of 3
locations (All Users, Default User; My Name) open the Desktop folder and see if there is anything there I don't want. I found many of those shortcuts in one of those, and deleted them all. Emptied the Recycle Bin, rebooted, and FINALLY, they were gone!
