I mention two computers back in the day my family got for free and I believe it was a windows 2000 and maybe XP? Anyways I was wondering if people had links to sites that let me view inside the two computers and look that the inside works. And maybe see if something is missing for when I go back to her place tomarrow.. Also could a computer that started up but repeatedly restart itself over and over.. do this with missing part(even if something small missing)?

This is not an easy one, inside a computer can look very different, depending on who built it.
If you get video out at all and no beeping most things are working, post any info shown on the screen.
If plugging it in has no effect, or you want to see what they should have inside, post the model and manufacture.

And the second which is windows 2000 on that other computer with weird name cant think of.. but it just constantly restarts itself loands up (shows at bottom the bar goes across) then goes back and restarts.

If the one PC will boot far enough to where the bar going across the screen then reboots, sounds like an OS problem. Try booting in to safe mode - hit f8 during boot. Sometimes getting into safe mode and exiting will fix the issue. If not I am gonna say the dreaded "reload the OS" solution.

Looking inside won't be much help with this issue.

You need to know the brand and model of computer. A lot of user manuals and/or motherboard diagrams are online.

Brand is something like: Dell, HP, Acer, etc.
The model is usually on the front of the case like" Pavilion 1234, Inspiron 5678, etc.
