The following message appears when Skype is initiated.

    "
This version of Skype is no longer supported.
Unfortunately, the latest version of Skype is not compatible with your OS version. We recommend you upgrade your OS version to take advantage of all the exciting new features that the latest version of Skype has to offer."

Is there a way of using Skype with Vista OS?

From what I can see, not really- but apparently, is you can try 7.40.0.103 skype , if you can find it
Or, Classic Skype on this link https://go.skype.com/classic.skype
It may do.-Seems Microsoft is determined to make it difficult, if not possible

Even with 7.40.0.103 skype, skype-7-16-0-102 the same message appeared.

When trying to download an older version from http://www.oldversion.com/windows/skype-7-16-0-102
    the following message appeared:

    "The connection was reset

The connection to the server was reset while the page was loading.

The site could be temporarily unavailable or too busy. Try again in a few moments.
If you are unable to load any pages, check your computer’s network connection.
If your computer or network is protected by a firewall or proxy, make sure that Firefox is permitted to access the Web."

Still the message "This version of Skype is no longer supported." appears for the version suggested.

I think the problem is Microsoft doesn't allow older unsupported versions of Skype to be used.
The same happened when WhatsApp stopped supporting BlackBerry smartphones.

    No.

Since Vista should not be on the internet because it was last patched April 11, 2017 over 2 years ago, you should consider running linux and using Skype on linux.
    https://www.tecmint.com/install-skype-in-debian-ubuntu-linux-mint/

Or if you don't wish to run linux and insist on using Vista, find a replacement app.
The last alternative is to run Windows 8.1, with patches through 2023 or Windows 10.
