Slow Computer ???

I am going to create a scenario, a PC has 256MB ram a 2.2GHz processor with a 60GB HDD and an average video card, with Verizon DSL as the Internet service, it will go slow in lots of different programs not just the internet, what should I look for that would cause this average PC to be slow ?

Please give examples and or cleanup suggestions.
