    Power Managment!

laptops tend to lower the CPU speed to conserve power until its needed ( hence the half speed ), you can try changing the usage in Control Panel Power Managment to Always On, but its not perfect.

However I use this app on my laptop and it works a treat... http://majorgeeks.com/SpeedswitchXP_d4300.html you can set the managment profile to Max Performance for when your on A/C and Dynamic Switching for when on Battery.

also and I have not tested this as I dont have an Intel mobile CPU to test with, their is this one Notebook Hardware Control* which does similar

*n.b. I have seen this on MGs download pages, but cannot find it, program has changed its name.. so when I do come across it I will change the linkage to MG.
