Slow To Start, To Open Everything, To Shut Down

    Laptop: Toshiba E205-S1984 running Windows 7 Home Premium 64-bit. 7 yr. old. BIOS is 2010 but Toshiba does not issue a more recent one.

    Computer has a great deal of latency, both FF and Chrome browsers degrade quickly during use. They become nonresponsive then clear after a minute and self-minimize and return frequently. Restart can take as long as 12 minutes in ‘shutting down’ mode. 2-1/2 minutes to find internet connection from fully populated home screen. Upon startup, the blue screen will sometimes appear for two seconds, then disappear. Afterward, a message will appear: “Windows has recovered from an unexpected…” I have saved two of those message details and have attached them to this post. For awhile, chkdsk has occasionally started with startup, but no errors or fixes were displayed. Then recently the blue screen came on and stayed on. I crashed the computer and on startup it went through chkdsk and corrected a lot of files.

    Always while the computer is running, every time, I get “CEIP has stopped working”.

    Performance is improved with Superantispyware, CCleaner, Tweaking.com for 1 day, then goes back to losing speed. Avast finds no virus present. Defrag did not substantially help.

    Currently, I cannot backup the computer from either USB port (2). I used the Microsoft backup utility with a Toshiba external HD. The utility creates a shadow, then loads files for about three minutes, then loses USB connectivity with the external. Asks for a destination drive. Aside from iphone driver instability, I have had no USB connectivity issues. Tweaking.com does not fix this.

    CEIP is Customer Experience Improvement Program.
    I found a 9 year old thread about a problem in Win 7 Beta. It probably doesn't apply to your situation

    I'll look to see where CEIP is located so you can disable it. That should at the very least turn off the "has stopped working" popups.

    1. Open Control Panel
    2. Click on Action Center
    3. Click on Change Action Center Settings in the left column
    4. Under Related Settings (in the middle) click on Customer Experience Improvement Program setting
    5. In the popup, select No instead of Yes.
    6. Be sure to click Save before you close the popup.

    Seems a later Bios may be available,- and have you tried driver updates ?
    Chkdsk running like it is, I would be concerned about the hard drive- Unfortunately,, too much testing of the hard drive is not always good for it, and if it is failing, it could help to make it worse.
    I would be inclined to copy the hard drive to a new one , to keep the recovery partition, and use another pc/laptop with an external enclosure, or, docking station
