Software related keyboard issue

original thread here moved here because may be software problem.after getting a new keyboard + mouse and having the issue still occur.

THE PROBLEM

keyboard thinks the one or more of the action keys are stuck down.(shift, ctrl, alt, or win key). This happens sporadically but never boots this way. At first I thought it was tied to a game until my wife discovered it will just surfing the web. Later on I confirmed this. I have encounter the problem with several different programs up together and separate. Mouse also acts really weird and fails to respond. If i push both control/shift keys the mouse problem fixes. If I push the windows key it makes the keyboard act as usual.

MY SETUP

win 7 ultimate(x86)

2 different wireless keyboard mouse combos.(riginally thought this was the problem, but even after uninstalling old and installing new it persist. different brand as well this time)

getting internet through a wireless usb card.(from cable modern/router)

MY THOUGHTS

seems like it could be some sort of interference between the wireless devices.

Could be a win 7 problem.

Could be interference between wireless internet and kb/mouse.

Could be some sort of scripting error or malicious code.


THINGS I HAVE TRIED

run 2 different anti-virus & two different anti-malware

checked sticky keys, other accessibility things.

checked language settings

bought new kb/mouse combo from different brand


any ideas?
