Sound keeps turning itself down

Hi,

I'm not sure what the problem is but my sound keeps turning itself down, I've done a search on how to fix it but everyone else's problem seems to be related to winamp which I'm not using.

So I would be watching something on youtube or something and the wave volume would go from 100% to 0% without me even pressing anything. I'm also getting popups in IE when I don't use IE?

And finally when the sound is on I get the clicking noise like you are browsing through web pages constantly. I tried to do it in sound and audio in control panel but whenever I click apply and ok if I open up the sound and audio control again, it doesn't save the changes.
