What are you wanting to download Spybot S&D for ?
Do you think you have become infected with spyware because there are plenty of free online scanners out there other than Spybot, like Eset or Super-anti-Spyware try one of those instead !
Click on this link for SAS http://www.majorgeeks.com/SUPERAntiSpyware_d5116.html click the area where it says Authors Page scroll to the bottom of the page and you will see online scan option, click that and it will do an online scan for you !

Have you tried disabling your firewall just for a short time while you download it, because it may be that your firewall is blocking it from downloading !

To be clear, you cannot boot into safe mode with networking? If that is true, you'd better follow Rusty's advice, although it is much more common to be able to only get decently into safe mode when infected, but I guess this is possible, just haven't seen it yet.

It sounds like you have no internet connection in normal mode
and no internet connection in safe mode.

Forget about installing anything at the moment. Can you click a browser and get to the internet? If not, what sort of errors do you see?

There are some variants of malware I've run into that will block DNS resolution and connection to Spybot S&D and MalwareAntibytes update sites. Luckily everytime I've had this problem, Combofix has taken the malware out of memory so I can clean up the system with S&D.

Try using Combofix, but when you save it to the hard drive rename it to something else like "Cmbo-fx.exe" or something so the malware doesn't detect the filename and prevent the file write operation. Execute it in Windows Safe Mode and let it run all the way through. Don't do anything else in the process, then dump the log file here.
