    Sorry, stuck with Paint.net...

    Looks like you have about 6-7 layers. If you import the pic to a straight pic viewer like Irfanview, you can more easily enlarge the object to get an idea of what's there.

    Looks like the top layer is a splash effect of the top color with no opacity. Then as you go down each layer, the color changes just slightly and the opacity also. Also, the size gets a little big bigger and the edges are different. Then you have the background or bottom layer.

    I think to start get your first circle (you can worry about the paint edge effect later). Then you can begin a scale for each increment of color and size and opacity as you go down through the layers (i.e.-10% off the saturation of the color for each layer as you descend through the layers, +5% added to the starting size of the object for each layer (size before you create the running paint effect on the border) as you descend through the layers, and +10% for the opacity of the circle for each layer down as you descend through the layers).

    So I guess start with six layers and your choice of a color for the background, etc. (the lowest layer). Then move to the top layer and use a color grabber to help you get the color for it. Size it according to your taste. Move down through the layers creating a slightly less saturated version of the same color and a little larger. Then make the opacity adjustments to each circle and finish with the paint edges.

    Paint.net has plug-ins for the paint effect and all. Wish I could help you with the details of how that works with AI or Photoshop, but I haven't ever used either before...:-o

    It is a scanned image. There are no layers at all. I am trying to duplicate this effect.

    It's may be a scanned image but then it's a scanned image of something with at the very least 3 layers. That's obvious. I think it's just a matter of getting a hold of the right plug-ins but there are thousands of Adobe and Adobe-compatible plug-in so..... not sure what you're asking for here.
