Start, Programs problem

This is not a bit problem but it is annoying. If I go to Start, place cursor over Programs I get a list of all programs - but if I place the cursor over the list and right click I get the list of options but it only flashes and then I am back to hovering over the list and if I right click the list flashes again. I'd like to be able to do some various things with the program list like, Delete, or Sort By Name, etc.

Any ideas on how to correct this?
