Start Up Issues

i have a Toshinga laptop and it is taking forever to start. Can I delete some of the items as attached ?

 

I'm sure that most of them are unneeded - especially the Toshiba ones. Unfortunately with those screenshots it's not possible to see the name of each .exe file in full.
I suggest you open CCleaner > Tools > Start Up in a full window. Then at the bottom right click on 'save to text file' and save it to your desktop then upload it as a file here.
Also please tell us the exact Operating system you have on that laptop (eg Vista, Win 7, 8 or 10) and it's FULL brand model number, and whether that Laptop has a SSD hard drive or a conventional one.

As far as the start ups:
Here we go: look at the text file you posted at the far right of each entry:
DropboxUpdate.exe - you can run it manually. Disable it.
CrashPlanTray.exe is not essential for the Windows OS Disable it.
HPWuSchd2.exe is not essential for Windows and will often cause problems. Disable it.
HpqSRmon.exe is not essential for the Windows OS. Disable it.
SAIICpl.exe this is not an essential process for Windows and can be disabled if known to create problems. It relates to audio. Disable it BUT if you then have audio problems re-enable it.
TCrdMain.exe is not essential for the Windows OS. Unless YOU use 'face recognition' on this laptop, disable it.
Toshibaappplace.exe is not essential for the Windows OS, Disable it.
ToshibaServiceStation.exe is not essential for the Windows OS. Disable it.
TosNcCore.exe is not essential for the Windows OS. Disable it.
TosWaitSrv.exe is not essential for the Windows OS, Disable it.
TosVolRegulator.exe is not essential for the Windows OS. Disable it.
TPwrMain.EXE is not essential for Windows and will often cause problems. Disable it.
Hpqtra08.exe is not essential for Windows and will often cause problems. Disable it.
TosBtMng.exe is not essential for Windows and will often cause problems. Disable it.
Dropbox.exe is not essential for the Windows OS. You can launch it manually. Disable it.

Before you do ANY of the above, create a system restore point named 'pre start up changes'.

Be very careful to only disable those ones listed above.

If any of those cause a problem to audio, printing etc after, then re-enable the appropriate one.

If there is ANY of that software, like Dropbox or the Toshiba Face Recognition that you DON'T use, then fully uninstall it.
