Stdole32.tlb Error And Setup Using Excel (2007)

Having the stdole32.tlb error and office install/configuration delay when using Excel 2007 on a new machine running Windows 10 x86.
Initially I had the install configuration issue with the other office apps but was able to rectify it by changing the name of c:/programx86/commonfiles/microsoftshared/office12/officesetupcontroller/setup. I changed the name of setup to setupold, launched MS office Word. Problem disappeared. Changed name back to setup and still good.
More difficult is the stdole32.tlb error. I have done the registry backup and the changed the permissions in excel.chart.8 as described here: https://answers.microsoft.com/en-us...in-excel/6304959e-796a-45a4-9abc-82805b0f716d
The instructions are for a previous windows version but windows 10 was pretty intuitive and I now have all the permissions showing everyone with full control.

I don't really want to uninstall and reinstall my widows CD again as I'm out of licenses I think. Would have to buy again to re-install?

Anyhow, any suggestions/ knowledge is welcome!
