Strange Problem

My computer was recently infected with spysheriff and following steps I found on these forums I was able to remove it along with all of the other malware and spyware it put on my computer. however I have one lingering problem My background on my desktop appears to be pure white. However if I move my my bottom control pannel I can see the desktop walpaper. Its almost like their is an image over the desktop wallpaper or something. This is really baffling me. If I right click it and click properties it says it is from this file. file://C:\WINDOWS\Web\desktop.html Ive searced for that file and cannot find it. If anyone can help me I would really appreciate it.
