Can I ask if anyone know how to setup 5.1 Speakers?

I know you place the Front Center Speaker under or ontop of the TV.

But the Front Left and Right Speakers you place next to the TV.
But do you move the Front Left and Right Speakers a little bit out in front of the Center Speaker?

There is no one answer. It all depends on the speakers, where they sit in the room and where you sit. But generally, you put the face of each speaker driver (the cones, not the grill covers) on the same plane so they are equal distance. You might check your A/V amp too. Many have calibration functions built in. My Onkyo, for example, came with a microphone I connect to the A/V receiver. You put the mic where your head will normally be positioned and start the calibration process. The amp then makes the necessary adjustments, compensating for such time delays, but also for curtains on one side, carpet, hard ceilings, etc.
