Swap File Optmize ???

Ok, awhile back I downloaded a program that either did or provided a link to another program download that did, and that is to optimize the swap files; this all started with a defrag program by the way, anyways it offered a single run-seven runs (called nis)- and the last one I do not remember, but it ran like 30+ times; I downloaded it from here, and I have spent days trying to re-download everything I thought I could remember LoL
If anyone could help shed some light on this, I would be sincerely grateful.

Thank you, had checked that one out, but the affected computer is 98Se...
What I did though was run the windows defrag in safe mode, but when I check the defrag rate, it says it is high ( checked with PcPitstop and other defrag programs that analyze this); so I am just a little confused, also installed more memory, and will install more, as this thing seems to eat it up, and my wife only uses it to play PoGo games online.
Just don't recall the swap files being all over the place, they used to be together, and one day they are low the next day-way up.
I usually just clean 'em out and re-set to windows configuration, so she don't get an out of error message, so I am truly open for ideas.
