Symantec running in Safe mode interfere with ComboFix

How do I disable Symantec when in the Safe Mode?

Yes, I am doing R&R. However, I can't uninstall it.

In 'Safe mode' going to "Control Panel" fails because I can't run un-installer in Safe mode.
In regular mode, going to the Control Panel, brings up the list of the installing software, but the list is not complete.

Moreover, trying to ignore the warning, start ComboFix in Safe mode, it gives an error about problems with regedit.exe, but then computer reboots itself. What I did is to disable the Symantec programs temporary in msconfig.

So, it turns out I can't run ComboFix.

What shouild I do?
